Being Jeskai themed and white makes me think that if this is a cycle, it's a 3 card one in white/blue/red and the Jeskai have a cast multiple spells theme this time (also seen on the new Narset).

Emry has been errata'd to have Affinity now. It's just a very recent change.

They did something similar with Slivers (Diffusion Sliver) and Ward. The smallest wording change and you have Ward. MaRo said ‘almost the exact same wording isn’t exact enough’, which is why Diffusion Sliver doesn’t have Ward 2.

Thank you! I never noticed that interaction until you responded, and I took a closer look at Diffusion Sliver, it went from “almost the same” to almost drastically different. Lol
Even at the time we started saying that (Urza's Saga as I recall, and yes I am old) it was only true in the broadest sense. Similar to all mammals fall into "with arms" and "with legs only".
How is a cost reduction based on having played a spell kicker?!?
It would read:
"Kicker-Cast a Spell
If the kicker cost was paid, this spell costs 2 less to cast."
While the statement "All non-creature spell mechanics are flashback or kicker" is poignant, it ignores the fact that some read a lot worse when put into the kicker template.

We were one playtest card made real (https://scryfall.com/card/da1/CA06b/sojourners-enforcermite) away from having Affinity vs. its rules text version having functional differences, too.
Emry has been errata'd to have Affinity now. It's just a very recent change.
This would open up what Affinity means, making Surge ignore your teammate's spells feels contrary to the spirit of the mechanic.
