Revenge of the Rat is actually the first monocolor tokenmaker that counts creature cards in graveyards, and it does it twice. Meanwhile, Rite of the Dragoncaller gives a very big reward for spellslinging late-game.
Man... I WANT to like Rite of the Dragoncaller, since that effect is utterly bonkers and game-ending. But man, dropping it on turn 6 and having to untap with it a turn later to get ANY value from it just feels like a bridge too far.

There have definitely been games where Shark Typhoon has been hard cast and while this is not that there are some similarities. Quite possibly a finisher in fast mana in red.
