Okay, I'll admit I don't actually know this... What are the rules on a creature gaining flying in response to blocks?
I assume that once blockers are declared the creature remains blocked even if they gain flying? If so this feels like a pretty weak upgrade.
Barring a couple cards that can actually change blockers, yes - once blocked, the creature is blocked.
As for the weak upgrade - you're only looking at one possible situation. This gives both Flash and +1/0.
It's a pretty good upgrade if the opponent swings with a flying creature and you need a blocker (flash in response to attack).
Or if you attack, thinking they have no blockers, but then they flash in a ground creature, so you give your attacker flying in response.

okay dawn truce is straight up better in my opinion

Yeah, that truce is insta-classic in commander. You can choose someone else than the player that was trying to demolish you to get the card. I mean, you save your stuff *and* get a political bargaining chip? Sounds good to me.
