Tried Necrodominance some on Cockatrice (BR, BG, Cabal Coffers). On the one hand, when it works, it's bonkers. It's like The One Ring if it drew you 3-4 cards the turn you played it (and basically every turn after that). The lowering of the maximum hand size is barely a drawback, although the constant exiling does prevent it from being in some decks (e.g. Yawgmoth Combo, which is happily playing Sylvan Safekeeper and instantly blanking spot removal for the rest of the game). On the other hand, aggro decks make Necrodominance a semi-liability, and red(-splashing) decks tend to randomly whip out the burn spells and grant an early loss from 3-6 life. And that's not even covering Modern's existing maindecked draw hate. I was this close to thinking that Necrodominance would be the first Modern Horizons 3 card banned from Modern, but maybe the red decks provide just enough relief...
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

Yes, Kappa Cannoneer is that strong. Ward 4 is pretty close to Hexproof, and the artifact decks that are its home make it unblockable and bigger every turn. Kappa Cannoneer also counts itself and therefore starts off as a 5/5 in practice. If Wizards didn't put Necrodominance and Scepter-Chant into Modern, I'd complain about Cannoneer more.
Sylvan Safekeeper has been very strong in Modern Yawgmoth Combo and may be what Modern Infect needs to protect itself with. In Yawgmoth Combo, I've sacrificed 3 lands to the Safekeeper in a single game and still won (yes, Safekeeper got plain old removal, Wrenn and Six, and Orcish Bowmasters aimed at it in testing). Infect may not be able to provide 3 lands to the Safekeeper per game, but 2 lands are enough.

the top ability gives experience counters everytime a colorless creature dies (includes itself)
and the WUBRG ability i believe if you have enough experience counters it gives spawn and scion tokens +1/+1 and Annihilator 1

Not completely since Agatha's Soul Cauldron can transfer Sylvan Safekeeper's or Yawgmoth, Thran Physician's activated ability around onto non-Humans, and Safekeeper does still protect the combo piece Hapatra, Vizier of Poisons, but it does look like the Safekeeper is no longer a 2-of.
