Actually, the more I look at this card, the more I'd rather have Ledger Shredder. It isn't long before Ledger Shredder ties this duelist power-wise post-Brainstorm (often 1-2 turns after you play the Shredder). Both of them have the exact same mana cost. Both of them likely loot around as often. Ledger Shredder's buff boost is permanent.
In a more fair deck this is worse than Ledger Shredder.
HOWEVER, if you really abuse this, you would run it along side of Madness enablers and card draw like Burning Inquiry, discard stuff like Hollow One, Bloodghast, Blazing Rootwalla, spells like Lava Dart, then if your 1 mana spells all draw 3 , this becomes quite huge, potentially 10 power turn 3, that hits like a truck, it even works with bauble eot of your opponent to get the extra draw, cycling of street wraith, and with all that stuff, add an Inti, Seneschal of the Sun to fuel that further ; i could see this hit for 20+ with a double strike spell and setups to get the draws for free from baubles/cycling , kinda like a combo deck just like the prowess decks already play out.
So i think this is much more of a build-around card for decks that really go hard on the draw-looter effects.
If this is reasonable cheap just snatch them up, they either work really nicely and this might just be the next Ledger Shredder in terms of spiking in price (if it starts really high, then thats a bummer).

I mean, you have to blow through two spells in a turn and discard another spell vs getting to loot whenever you play a bounce. Plus I wouldn't discount the vigilance. I think it's two different kinds of decks that would want this, like I really wouldn't want to discard my bounces just for +1/+1, but I also wouldn't want to be playing all counterspells if I were trying to do crimes.
In all honesty this is a Red/Blue card masquerading as monoblue.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
