holy cow if this was just 1 or 2 less you would think a card like this would be in a modern horizons set.
First is if you’re behind in lands this catches you up. Second you could give the treasures to draw cards and you wouldn't mind at all for people with barely any cards in hand, or no mana sinks in play, if you have a smothering tithe in play.
(Oh for newer players don't bother sacing the treasure when you target it for donation it will fizzle if you do that.)

Both, actually.
Since it says choose another player, the treasure token is the only target of the ability, so you can't activate it without a valid target and it fizzels if the treasure leaves the battlefield before resolution.

Sort of a pity that ability isn't cheaper as-is...but fortunately, there are several cards in this very set which give you a Training Grounds effect.
