The second precon is the GU Elven Council deck. It's a voting-matters deck with a major Elf tribal subtheme. At the helm with Galadriel, Elven-Queen is a travelling Gandalf. Decklist is here.

Usually I'd sort by color, but sorting by theme is cleaner here. Have some Elf tribal, with an extra generic tribal card.

So Arwen, Weaver of hope is a legendary Master Biomancer. This is a nice pseudo-anthem effect on a commander.
Only a few other Elf commanders exist with an anthem Dwynen, Gilt-Leaf Daen and Kaysa
