Based on the cards that got leaked and the fact it's Alchemy legal, I have my doubts that it's at Modern Horizons power level.
There’s a good chance that all of the leaked cards are promos though. Frodo is for sure a bundle promo. I do think that’s the level is going to be high but maybe not modern horizons level of high.

Just 2019 by itself showed up with everyone’s friends: Hogaak, Neoform, Urza, Yawgmoth , Wrenn and Six, Ephemerate, colossus hammer, Oko, Karn the great creator, Mystic Sanctuary, Once Upon a time, Emry, Veil of Summer…
That plus hostile easy hate like T3feri, Collector Ouphe and Plague Engineer took unfair to another level.
I don’t want to be in a format that abuses everyone’s emotional endurance just to make a company profit.
This was a format where Bloodbraid Elf, Ancestral vision and bitter blossom were banned. Even Splinter Twin and Birthing Pod are a joke comparing to what’s legal.

While there is genuinely an overrepresentation of Modern Horizons cards in modern, this seems a somewhat disingenuous reference as all of those cards were unbanned before MH1 (and before Throne of Eldraine). There is some inevitable powercreep in a nonrotating format - nothing about 2019 brought Modern up to Bloodbraid Elf level, that was gonna happen anyway.
Mono-green Eldrazi: 80% (missing big key pieces: big karn and chalice of the void)
Arclight Phoenix (banned key piece): 100%
Restore balance: 100% (not competitive)
Narset day's undoing: 90% (not competitive)
All of that was shattered due to MH. When they announced it, I expected it to mostly be about bringing older cards in the format, like counterspell. Instead, a great majority of cards were new and pushed to make them relevant to the format and sell boosters. Now, most of my decks are irrelevant. Even those that are still okay are outgunned. At the very least I'd need a playset of ragavan, but that would only prop-up mono-red and GDS. All others are extremely weakened to unplayable. I mean human is still not too bad, but get wrecked by too many new cards now. W6 + plague engineer is too rough.
That don't don't ban Ragavan and eve reprint it is all I needed to know for now.
