Best explanation I can come up with is that those are alt arts. That is unambiguously a frame for a monoblack card, there is no mention of transforming, no color indicator for the back of a TDFC, no indication of the other side's properties for an MDFC. Unless they have completely changed the way they do numbering, it makes no sense for those two cards to be that close unless they're part of some separated subset.

Besides, they could have made much, much dumber creative decisions - like inventing characters whole-cloth to fill out the legend count for the set, or similar. (Looking at you, Peter Jackson.)

He got both elves and dwarves from Norse myths, but none of those texts have anything resembling a description. He has altered the meanings of these words into what we now understand. Tolkien is far from the grandfather of fantasy, that honor would belong to George MacDonald if to anybody and even he was both drawing on earlier traditions and flanked by contemporaries working along the similar principles in their own idiom. Further there is an argument to be made that Tolkien's influence has been just as restricting as it is evocative on the genre, but I doubt this thread wishes to honestly delve into that discussion.
Looking at the actual cards a bit, it definitely seems like modern legal is not being used to aim the cards at competitive modern. Aragorn and Arwen is far too expensive for the effect and unless being tempted by the ring has some additional effect, Frodo wins slower than other level up style cards for a much clunkier upgrade cost.
It always amazes me how many racists claim to be Tolkien fans. The man was vocally against it by the standards of his time, but every time the IDEA of POC in Middle Earth comes up, you all are really fast to make yourselves known. And before you object to being called racist, I bet money that you didn't object to the casting in Speed Racer, Argo, Prince of Persia, Dragonball, Airbender, Lone Ranger, Batman Begins, or almost any American made movie ever set in Egypt.
Seriously, just look at the effects of the cards, there will be a Secret Lair with different art in 6 months. I want to see the rings personally, I hope they interpret those well, not just P/T boosters.

There is a discussion about race swapping a character when adapting something from one medium to another. However that discussion requires good faith, maturity and nuance all three of salvation historically has lacked in similar discussion and even in this forum.
Anyways after the history of the term Hobbits being halflings in magic is funny, though I agree that both should have just been kithkin for backward support.
