The Monumental Facade can make it work much more easily. Every great draft strategy relies on rare lands, right?

Yes, I was merely pointing out that there are plenty of low-cost permanents which etb with oil counters in those colors. Even if as late as turn 5, I don't want to see that come down onto my opponent's battlefield, especially if I don't have Rebel Salvo in hand.

Yeah, but a 5/5 on turn 5 is a pretty standard creature at this point. Untamed Kavu is another uncommon that I would say is just outright better. Although to be fair the actual removal in this limited format seems worse than average so a 5/5 beat stick may just be a huge problem.

The RG signpost uncommon wants you to get as many permanents with oil counters as possible... so it can set your opponents creature's on fire with it.

No, with the right cards it is still possible to get this on turn 3.
Evolving Adaptive, Exuberant Fuseling, Rustvine Cultivator, Tablet of Compleation, The Filigree Sylex, Armored Scrapgorger--all you need is 3 permanents with oil counters and 3 lands on turn 3. It won't always happen, but it will happen often enough.
