Normally yeah, but this allows the walkers without actual ultimates to also ultimate with say Narset, Parter of Veils. It might be the weakest part of the card, but it let's 4 walkers on the field go infinite since with three proliferating and the fourth -12 you get 12 counters per turn. Three walkers and one non creature spell per turn also lets you take infinite turns. It might just be a win more card, but it's a neat one.
Number of planeswalkers required for infinite turns with Ichormoon Gauntlet: 4, but starting it off needs one at 10 loyalty.
With both of these out: 3, need 9 to start.
With The Chain Veil: 3, need 8 to start.
The max starting loyalty of a planeswalker is 7, so definitely hard to kick off that loop, but it's kinda like a Liliana's Contract for superfriends.

The fact that Ichormoon Gauntlet exists in a world where some of the best decks in Pioneer are doing extremely degenerate things with Karn, the Great Creator scares me.
Tekuthal is fine, I really like its potential as a Commander but in Constructed I'd run it less for Proliferate.dek and more because he's a 3/5 Flying stone wall, which is... not really that exciting in 2023 Magic except as a side tech. Still better than the green one IMO.

I love the design space of the gauntlet. Over ten years ago I designed a mini-set of auras that give planeswalkers extra abilities, I'm glad to see something similar finally. Back then WotC had the philosophy that planeswalkers were too rare to be mentioned on other types of cards, but in recent years, especially with uncommon and rare planeswalkers, they're a lot more comfortable with cards that reference them.
What is happening in Tekuthal's art?
It looks like it is puppeteering Vorinclex and Urabrask againt each other. Is it meant to be running some kind of simulation, or is there some actual manipulation going on?
Looks more like they're made from Tekuthal's matrial. Note the lack of exhaust flames on Urabrask's shoulder vents.
I assume its a holdover from Tekuthal's original ability, probably having something to do with creating clones? It's suspicious that exactly the same arrangement can be seen in the black and white art treatment, so it was very explicitly stated in the art prompt.
I kind of assume that the domini originally worked much more like the Myojin, entering with an indestructibility counter and then using that counter for some sort of ultimatum. Like in the art of the white dominus you can see that its screams are destroying the spires around it, so I guess it originally had a wrath effect. The blue one might have had something along the lines of "For each opponent create a clone of one of their creatures." I assume the idea got scrapped very late in development because they couldn't make it work in an environment that had proliferate.

The missing connection between the art and the card's mechanics was what made me wonder, especially since it very clearly depicts two praetors. A changed ability late in development would definitely explain that.
And you're right, in the regular art it's a lot clearer that those are extensions of Tekuthal`s body. When I started typing my reply, there was just the b/w art posted though.

Looks more like Tekuthal is mapping out while praetor's forces are fighting where. Urabrask and Vorinclex are on opposing sies of Phyrexian rebellion, so no puppeteering is needed. It just wants to know where the fighting is.

That wouldn't make sense considering that's already Jin-Gitaxias, Progress Tyrant's whole sthick. Double card draw could also work but "big Phyrexian flier that gives you more card draw" would prolly be too similar to Consecrated Sphinx. It's a bit parasitic but I like the direction they took here.
