This should be played across many formats, the extra cost regarding Stifle or Annul is an acceptable prize to play for the versatility, countering an ETB or PW ability can make or break a game in many cases. I was expecting an Annul reprint but this is also nice, seems like a must have in Blue sideboards in Standard.
How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
Annul++ here would be really useful in the upcoming Standard and BRO Limited from the sideboard. Nice to see a Stifle effect back in Standard that you don't feel bad for running.
It might see play in modern sideboard because it can also counters some spells. Stifle is not modern-legal. Especially now that some annoying enchantments like leyline binding and blood moon see play.

It’s another Stifle effect but for 1 more you throw in a choice of Annul instead but it exiles.
