It's not strictly better than SM, but you cast without paying, so broken with the usual Time Spiral Suspend cards and such. Not too dissimilar to Kari Zev's Expertise in general, so definitely a solid card.

Arcane Proxy looks like the Snapcaster Mage that Cascade/Keruga, the Macrosage decks want...expect for its practical inability to fish out anything but 0-cmc instants and sorceries there (so basically whatever you Cascade into). Bummer! Arcane Proxy looks funny in Modern Green Tron, but it probably does too little there.

Nevermind that ability that probably won't ever trigger in Standard, with those stats Urza's kid could even make UW tempo a contender, I wasn't expecting a 3/2 flyer for 2 without any drawbacks, this set is looking very promising for aggro decks with the Swiftspear reprint and the Phyrexian 7-mana worm's Prototype form.
Arcane Proxy seems just alright, maybe an UR deck could use it to recycle a cheap draw spell, or burn, still, the Sorcery speed puts a real damper on it, I wouldn't play it in my Monoblue Standard deck, Surge Engine on the other hand...
Sorcery speed Snapcaster and only mana value for it's power. You can cast the spell without paying for it though, but still. I'm just looking at it and hoping it's a strong card, but the more I think about it the more I doubt it. The sorcery speed is brutal. Torrential Gearhulk but not quite.

Cast this, survive until next turn, choose the two other players. Then play either Eater of Days or Chronatog. Skip your turns and watch your opponents decimate themselves and their creatures. After having protected yourself with the Stasis Coffin.
Finally, it's your turn again, if there's still both players left, try to shoot oneto death and destroy the other's biggest creature (or shoot them too). Then smash with Eater of Days.
I know, stupid, but it sounds like a legendary tale if you pull it off.
