Apparently these three showed up for virtual ticket holders. Kayla's Command helps you shore up resources. Urza's Command lets you focus on your artifact plan, and Mishra's Command is 4 different ways to deal damage.
I think they're all good in various decks, but Gix's is definitely the most obviously good. 5 mv to kill all small creatures and opponent's biggest creature? That could hand you the game. I like the neat trick of killing small creatures (including your own) but then returning two of them to your hand.
That's not really how targeting works. In your exampels the player is still a mandatory target if you pick the mode. The player being targetable is a feature for commander (and multiplayer in general), not a protection against fizzling.
What does help against fizzling is an "up to" in the targeting requirement, which Gix's modes already have, so leaving out the target is not adding anything in this regard.
I just realized Kayla's second mode leaves out the target as well. I have to assume this is a new way to template abilities that target your own stuff. Then again Gix's third mode can "target" other player's stuff too. What a mess.

Edit: to be a little clearer, the issue is that if one mode does not target and another mode does, you can counter the entire spell by removing the target of the mode that targets. Lorehold Command targets the player to gain life, meaning a targeted creature can't be sacrificed to stop you from getting a 3/2.

You are right. That seems like evidence that someone else thought the option of an instant speed blocker was quite powerful. Without that option this becomes more about the size of your retaliation - much more debatable on how powerful it is.

I wouldn't count out Urza's. Instant speed makes this quite a disincentive to otherwise favorable attacks.
