For Legacy, too bad this mono-white card won't play nice with any of the creature spam decks (Empty the Warrens, Elves, Goblins).
This will probably make a killing in EDH/Commander, though. A combined +6/+6 power boost to 4 creatures in a reasonable go-wide colour is no joke, let alone anything bigger.
I’m mid on this in commander. You need 11 creatures before you start meeting the overall damage output of beastmaster ascension, which is cheaper, is always active, and doesn’t leave some creatures more vulnerable than others.
This is an interesting card to measure against Cathars’ Crusade, perhaps. Crusade gives a slightly bigger bonus over all and builds up better over time if your creatures die and works with blink effects and works with infinite combos like persist loops but… uh… this works better if you already have the board state?

Usually team buffs aren't that good if you need 4+ creatures for them to be effective. There are exceptions, but they're mostly green and grant trample.
Comparing to a more typical +X/+X to all your creatures, this has the same output as +1/+1 at 3, +2/+2 at 5 and +3/+3 at 7.

Cathar's Cursade is several turns slower.

EOT before your turn, pull off a bunch of counters to make a Saproling army. Play this on your turn and move to combat.
