Wait, since the card doesn't give either player a library, wouldn't you just automatically win the sub-game by ending your turn? Your opponent would have no cards to draw and would lose immediately unless they had Laboratory Maniac or something.

The rules of a subgame have you re-shuffle your main-game deck, and it becomes your subgame deck. In this card's case, that kicks in once you've found your three permanents.
723.2. As the subgame starts, an entirely new set of game zones is created. Each player takes all the cards in their main-game library, moves them to their subgame library, and shuffles them. No other cards in a main-game zone are moved to their corresponding subgame zone, except as specified in rules 723.2a–d. Randomly determine which player goes first. The subgame proceeds like a normal game, following all other rules in rule 103, “Starting the Game.”

Two permanents plus the one you want main game. Font of Ire and Timeless Lotus does it. So does Retributive Wand and any artifact sac outlet.
