The third card that lets you play cards straight from a booster pack is in red, and even gives you mana an multiple cardsfor it. The bad news? This is a red card, so you only have this turn to play any of them.
Is it just me or do you think there should be reminder text that you need to pay for the pack?

if you look on further inspection you will notice “you may” for the pack part. And the mana part has a period before that
so really you can cast it as if it’s Channel the Suns but with a additional C added to that effect if you don't want to pay for a pack or don't have one

Something tells me that “The cardboard trading card told me to” will not hold up in court.
Besides, you can be gifted a pack without personally buying one.
