Hot dang, no acorn? If this is the level of zaniness to be expected form no-acorn cards I'm digging the set already.
As for the card itself, it's fine, hard to evaluate but probably on the weak side. Opponents will probably try to split up their creatures evenly amongst sectors, which allows you to load up your team on a single sector and then either get a huge swing at their "weakest" sector or pump every creature you own and a few of your opponents' weakest creatures.
And yeah, in case you haven't noticed, Jace DOES pumps your opponents' creatures and destroys your own creatures if they are in the targeted sector. I'd put him on around the same power level as Ajani, the Greathearted since he has a much stronger +1 but also a weaker minus and no passive. And Ajani was fine, didn't saw much play in Constructed but was playable. Of course, I much prefer Space Beleren's design for obvious reasons.
Or a reference to KISS base player Ace Freely, whose moniker was Space Ace.
