On the one hand, that's a nice cost reducer, this dodges Bolt, and this often starts off anywhere from reasonably big to huge.
On the other hand, this curves out way worse in Modern UR Storm than 2-mana cost reducers do (Modern UR Storm uses Goblin Electromancer and Baral, Chief of Compliance) and cannot enable Turn 3 wins.

I'm pretty excited by this card, however, more than Monoblue, I'd say it could be great in UR Tempo, we're getting Lighting Strike back and this turns it into a straight up Bolt. UR is more likely to fire off an instant or sorcery at any point than Monoblue, which has only counterspells and Consider. I'm not too sold on Delver however, even if Standard is about to take a serious power hit, what makes Delver work is access to Brainstorm to manipulate the top of your library, else, it's rather underwhelming since about 2/3rds of your deck are gonna be non-instant/sorcery cards. We'd need something like this:
