I — You may cast an instant or sorcery spell with mana value 1 or 2 from your hand without paying its mana cost.
II — Target player mills four cards.
III — Exile target instant or sorcery card from your graveyard. Copy it. You may cast the copy.
The Third Path was an alliance of mages, scholars, and artificers from across Terisiare who wanted to stay neutral on the Brothers' War. They attracted many people, both for their friendly atmosphere and being one of the first groups on Dominaria to delve into arcane magicks. Their Saga lets you have a taste of that exploration and/or pretend to be Snapcaster Mage.
Might this be worth it in mill decks (e.g. Modern Mill)?
If so, probably not for Chapter 2. Easing the color restrictions and later reusing Glimpse the Unthinkable or Mission Briefing for Archive Trap might be worth it though.
Also hits Scheming Symmetry, so it could be pretty versatile in the deck and read ahead makes it even more flexible.

Honestly, I'm thinking that if Founding the Third Path sees play in Modern Mill, it is because of Chapter 2. Modern Mill basically doesn't play Snapcaster Mage and doesn't play all that much Mission Briefing...if it plays any copies at all. ...So yeah, skipping straight to Chapter 3 isn't worth it. Only getting to recur your mill spell 1-2 turns later can easily lead to a loss, so the tempo gain with Chapter 1 and the mill of Chapter 2 had better be worth it.
This will absolutely be used in mill. It might not be a 4 of but it empties your had for bridge fast, and doubles up on your heavy hitting mill spells.
