Functionally, this is just Unified Will, but you're comparing your creature count to open mana. Might work if there's some sort of WU token deck, from DMU Limited to Commander

Now that’s a potential all star in creature (token) focused decks in commander involving azorius

(Probably overshooting a little but still very hard to not include in those decks since you probably won’t need the kicker)
