There are usually two types of references, which the newer Dominaria sets are usually covered with: Resolute Reinforcements is the mechanical callback (to Raise the Alarm) and Lightning Strike is a straight reprint with a flavor callback.
The stained glass treatment is absolutely gorgeous. One of the best alternative art styles. I'd put it right next to the alt comic book art style of Ikoria.

I really don't think resolute reinforcements needed to be uncommon, unless blink is one of the W/x limited themes.
