I highly doubt any of these sticker cards will become eternal relevant, I think this is just for the sake of commander if you play at a table that gets weird about silver borders.

Wicker Picker would be an even better example since it grants sticker kicker to all creature spells you cast.

I really don't get the sticker panic in tournament formats. For Legacy and Vintage, the 30% chance to get the "good" sticker sheet would kill any chance of players even testing the thing. Look at how pro players all over refuse to touch AFR's dice-rolling cards outside of Limited, and those have a 45% success rate on average. 30% is basically nonexistent to them. Nowhere in those formats are theft effects played either. Could someone actually come up with a plausible hypothetical there?

I will say, 'they won't be played in tournaments because they aren't designed for that power level' is absolutely a relevant argument. But it does have obvious problems the more they do anything that that argument applies to. Things are bound to happen sooner or later.
I guess they could ban a card if it becomes too prevalent in the format and people don't like it, but banning a card not for power level reasons would be controversial and it is a little strange to make cards legal in formats only on the condition that they not see any play.
The defence for stickers and other such things would be that maybe they aren't a problem if only some cards show up somewhat sometimes and players can reasonably avoid playing them. I think that's fair.
Did they say how the name/art stickers work with tickets? The ability and P/T stickers have ticket costs, but the names and art do not. Is this another case where the name/art have no cost, rather than costing zero? I'm thinking similar to how you can't normally cast Ancestral Vision because it has no cost, you won't be able to normally "buy" a name/art sticker for tickets because they have no cost.

Name and art stickers are both eternal legal. Art has no effect except for things that care if a card is stickered. Name stickers are purely additive, but the rules aren’t out yet to say whether you get a choice of where to insert the new word in the name string.

That doesn't address the 30% issue. For stickers to be relevant, you don't need just one powerful sticker sheet—you need at least ten. If it's just one, it's too random and not worth it.
