Well this isn't specific on which set it’s in but it’s logical domnaria United because it was introduce there in 2018 and also the “Historic” mechanic.
They've been doing them once a year for a bit now, bound to have them come closer together at some point unless they wanted to exclusively release them in winter.
I could maybe see Brothers' War wanting them, but they could easily do Brothers' War related sagas in Dominaria United too, like they did The Antiquities War.
Maro has said saga are deciduous, they won't show up in every set but they are a tool that design *can* put into any set (like hybrid cards). For saga in practical they tend to want to use them on planes that have a "history" that the players can "get" what the saga is about (so likely returning planes) and often planes that have a theme that work well with sagas. So far the only set that didn't fit this is Kaldheim but the word saga is nordic (was a name for the goddess of stories) and they felt it fit the top design of viking/norse mythology world (Saga is a nordic world and is the name of the nordic god of storytelling.)

Perhaps this is a dumb question, but isn't it reasonable to assume there's at least one planeswalker with the ability to heal his eye and restore his peripheral vision to full capacity? I've always wondered why nobody wants to help him in that regard. If not, surely there must be an experienced surgeon somewhere in the multiverse who could perform an eye transplant. Does Ajani feel too much pride to ask anyone for help, or does he simply refuse medical treatment because he wants to keep the reminder of the incident which caused his injury even at increased personal risk of not being able to fight as well as he would be able to with it repaired or replaced? Lastly, if he wishes to remain as is for religious or other reasons, shouldn't he at least have the added creature type of 'cyclops'?

It's tough to cost in this modern era of extreme creature p/t power creep, but if it had base 1/1 it would always be the most efficient possible creature at each point in the curve and that was probably too much for wotc. Like they didn't want it to push out all red 2-3 drops, basically. I don't even know if it necessarily would, but it feels like it could. And it's a card they WANT to be cast for a big X, because a 2/2 version of this just doesn't really make sense. They'd rather you cast if for something big to make a big monster and when it's inefficient as a little guy, that's more likely.
Nah it's a ***** card and a boring vanilla. Give it at least firebreathing, or even better a different version of firebreathing which also gives a +1/+1 counter.

They want you to have to cast it for X=huge for it to be good. I'm not saying it is a great card this way, just that if it was already a 1/1 the incentives would point at just casting it as a really efficient 2/2 flying haste for RR which is strong but doesn't feel like a big mythic dragon.

Red does not deserve to have a flying men with haste. I think the card is perfect as is, an any extra would be too much. Rare woulda been fine, but what's wrong with mythic? It's splashy and destroys limited games.

Comparing them they are roughly the same power level and I will probably add the red hydra to my modern deck, I just think it is silly that this is a mythic.

Might be something like Counterspell where the best treatment is half a generic mana. In that case, we can add extra to make that full 4 mana. Maybe a cantrip?
