The fact that it's only an opponent's stuff makes it considerably less build around. It's still a good card but unless you can force your opponent to play it and target your stuff with it it's not going to do the Chaos Warp things.
its gonna be a war from people alike of this being better or worse than chaos warp(one hand this is one less mana but on the other its impossible to wiff to not getting atleast something)
clearly the best target is lands with it because the odds say your most likely to hit a basic land in commander decks

A lot of Chaos Warp's power (at least in Legacy) comes from being able to hit high-impact permanents with it such as enchantments and most likely rolling either a land or plain old nothing with it. You hit Blood Moon with Wild Magic Surge, you're too likely to roll another Blood Moon or, perhaps worse, a Sneak Attack with it.

And there it is, color pie-friendly Chaos Warp. The cheap cost means this will see a lot of play moving forward.
