Would this be good if the ability just made each opponent lose 3 life? Honestly, probably not - look at something like Vermin Gorger. This takes that and offers a way to get out of the life loss.
Some significant portion of the time this will just be mill x where x is the number of opponents you have. That's probably fine if you build right, which weirdly makes it a very interesting decision for each card milled, is it worse for the opponent to put it in your hand or your yard. The 3 life is almost never a factor.
