Huh, I get the feeling that, in the text stories, Elspeth would only have been branded the "most dangerous criminal in New Capenna" if the Maestros actually fully realized what she did (which, to my knowledge, they didn't because Xander got attacked to death and Anhelo was too busy elsewhere the entire time Elspeth and Giada sneaked out together).

It was just the Cabaretti upper brass and anyone else who was with Jinnie and Jetmir at the time of the Crescendo.
I thought from the story it was basically everyone who attended the crescendo. They were betrayed a couple times by obscura and riveteers iirc and then chased down by ob nixilis.
