I see Noxious Revival, Hinder, and the first mode of Run Ashore all in one card. That's a LOT of versatility in 3 mana. Only downside I see to it is the owner still chooses where the spell goes, but that's the price of versatility sometimes.
Very very good card as its so flexible and at 3 mana the option to simply super-counter something is already the default mode, but it also acts as a removal against anything else, and if you absolutely need to remove something from their grave.
OR you can get a card from your graveyard back, like a Wrath or combo-piece.
So its very good in basically any situation, which makes it an absolute all-star in any casual format
In constructed its also great, the only issue might be that lots of the formats are so fast, that Bant-decks might not be suited to play this card as well, as you need action on turn 1 and 2 already, and the 3-slot gets slightly crowded.
But quite a contender for best card of the set (i certainly put it in any Commander deck that can cast it).
