I think it's a great card but not a "Celestial Regulator". That's an artifact that costs 5 and has wubrgt: Target player skips their next turn. Or some such nonsense.
In most cases, this is just a 2/3 flying Frost Lynx. You did remember to draft something with counters, right, shield or +1/+1?
