So lemme get this straight - the human Toluz has a vampire for a daughter, while Anhelo the vampire's daughter is human. Dunno how vampirism distribution works in New Capenna now.

I think you have to pass the MVamps exam. Or rather, Toluz's daughter must have been bitten later, while maybe Anhelo's daughter was from before they became a vampire? Or the story has plot holes, who knows.
I'm all for creatures like this, but I'm cautious about a creature with these abilities and this mana cost in these colors being effective. I'm not sure how good a 4/2 without evasion is at attacking on turn 4 in a usually non-aggressive combination of colors.

Also, in the story, Toluz is introduced as this super scary assassin who can take out whole Riveteer squads by herself - but here, she's a ... train conductor? Is it a "normal person at day, assassin at night" kind of deal?

Seems like it. As a "rogue" and not a "citizen" clearly something's up her hat.

Maybe she just trainwrecked those Riveteers during their morning commute, then passed it off as a workplace accident?

Vampirism is entirely Xander's prerogative for his inner circle. Anhelo was turned years after his wife died, and his daughter-in-law was turned as a welcoming gift when she joined the Maestros.
For those of us rocking the Zur cycling deck, this is a fun alternate general to try out. Just add a few sac outlets and bam -- repeatable cycling when you're out of gas.

Today Mark talks about the mechanics of New Capenna, as well as both the shard and ally-color draft archetypes of the set.
