It's like "Destroytargetartifact" in that it's generically useful but also should be on a much cheaper card (since these things always compensate for utility there).
For competitive decks with lots of cheap stuff, its a draw 3 for 3, that alone is decent.
Killing the biggest creature or planeswalker is a mode that matters just as much, never dead.
If removing the graveyard matters, it REALLY matters.
Still, 3 mana is a lot, for any format that is not standard, so its not an auto-include, but if all modes do something, could certainly be a card as a contender for the 3 mana slot.
This basically made Soul Shatter at uncommon post-rotation so that's a good thing I guess.
The Act on Impulse at instant speed can be a great EOT trick on your opponent's end step.
But green getting complete GY removal? I understand picking away at it à la Scavenging Ooze et al, and white has it with Samurai of the Pale Curtain, but completely? Ok cool...

I would have preffered to see a "Target player shuffles their graveyard into their library" type of effect to give it more of a green identity and to differntiate more this charm from jund charm.
After seeing all the charms, I have to go with this one as "best"--you get 3 free cards or they have to sac the creature or planeswalker, which avoids them making it hexproof or indestructible. I like all of them, actaully, but this one seems more useful.
