Publicly acknowledging the Secondary Market would be like putting it out as an official press release on their website or say directly through Social Media outlets that they're going to reprint these cards sometime in the near future which would allow for inside trading to be caught in the public eye more so than it has with set name themes only giving hints and clues.
I'm going to disagree hard with this. We know they've refused certain reprints in the past to avoid "products being priced higher" and that they seem to set budgets for products those are acknowledgement of the secondary market. Take for example Damnation, they didn't put that in FTV: Board Wipes for that very reason, or why things like shocklands aren't put in Commander decks or dozens of other examples of lack of spot on reprints.
Yes, they haven't said "we will/won't print X" directly, but they have acknowledged before through their actions 100%.
The price of reprints would go down If they printed more of the product however I think this could be very well due to supply chain issues as it's completely out of their control but it was much worse with Time Spiral Remastered and Jumpstart where hardly any LGSs were getting enough pallets of the product in from their local distributors.
Difference being Jumpstart has continued to be printed (my Walmart keeps getting it in ever few months) and its issues were the start of Covid and the vast popularity of it while Time Spiral Remastered was printed in a low supply on purpose.
They're not going to reprint a shockland in the same year as Unfinity. The better sticking point might be that this is the third WU precon in 12 months and yet we have zero Talisman of Progress reprints.
The shocklands comment wasn't this year specifically, but in general, especially after our third visit to the plane and they went down to $6-$8 again.

It's not just about avoiding "products being priced higher" when Secret Lairs give them a sense of safety with future reprints without being held accountable in public with products containing future reprints being sold at Local Game Stores (LGSs). That also explains why Wizards of the Coast / Hasbro commissions better artwork for Secret Lair reprints as opposed to reprints sold at Local Game Stores (LGSs) where the artists aren't as high profile.

Time Spiral Remastered was a case of Wizards of the Coast intentionally creating artificial scarcity in order to increase Hasbro's profit margins. They pretend to care about second or third print runs in order to save face with Hasbro through fake numbers when it comes to corporate earnings so that Wizards of the Coast doesn't get in trouble by them.
