I like it as a removal spell in limited that kills the things you most need dead and then takes a turn off before turning into a chump blocker that draws a card or maintains the enchantment count. Not bad!

And such is the concept of a fragment. Considering its "a thousand still-living pieces" a 1/3 being a fraction of your power (and toughness) sounds impressive.

Well, imagine that this is an artistic representation of a legend. The author could have depicted Kyodai in the form familiar to them, that they thought she always had.

This. If Kyodai has been in dragon form for as long as anyone remembers, and she's therefore been depicted that way in art throughout Kamigawa history, then an artist sculpting this scene would use the popular image of Kyodai that everyone knows.
