Yeah, might me worth testing in place of a thoughtcast or two in modern and maybe legacy affinity decks. Though it’s arguable that thoughtcast costing U and this costing UU still makes thoughtcast better. For formats like historic that don’t have thoughtcast, I almost certainly think it’s going to replace reverse engineer.
Could also be interesting in UW hammertime builds if there’s a 2cmc artifact creature that can equip stuff for free similar to puresteel paladin.
I have a feeling this will end up less popular in Modern than both Thought Monitor and Thoughtcast because Thought Monitor has been kinda viciously expensive in practice in Modern (Thoughtcast has obviously been easier to cast, sometimes being castable a turn or two earlier) and Thought Monitor has a body.
Well here’s a complicated rule of another proof of why it’s testable
You lock the cost before paying, if you just have four treasures in play, you can cast this. You announce this, lock in the cost at 1UU (since you control four artifacts), then you can sacrifice three treasures to pay for and cast this. Losing those artifacts won't do anything to the cost that was already locked in.
This versus Thoughtcast is the old Treasure Cruise versus Dig Through Time debate. Since it's unlikely that you can afford to max out on both of them, the question (more or less) boils down to "are you consistently looking for *specific* cards as opposed to pure velocity?"
Uncommon powercreep in recent sets has been most impressive.
Who needs rares and mythics beyond one finisher when cards like these keep getting printed?

Either way, this is an interesting card for what was previously mentioned: the path such an effect paves moving forward in terms of the set.
