After over a thousand years of Kamigawan history, Ninja of the Deep Hours has become cheaper, but now also has a tendency to loot after the first turn instead of just drawing cards as is.
Feels strange that this is an enchantment... With ninjas flavor-wise firmly on the modern/cyberpunk side of the set, they seem generally more artifact-aligned. This one being called "hacker" certainly doesn't help.
Also the art doesn't exactly scream enchantment either and with the ninja-style overriding the frame-indicator, the typing will be very easily missed.

Seeing the runes it could be that he's using magic to hack.....whatever that is. Why it's an enchantment I have no idea.

She seems to be hacking a phone booth, I mean it's not much to go on but a) it's a classic hacking trope, b) it's a wall with a sign on it and c) she's gaining information.
Quite a few cards of this set remind me of Duel Masters, probably because of the anime art on the alternate versions and the naming. I've never actually played Duel Masters, but I just remembered that there's a subtype called "Sea Hacker" subsuming a group of sea creatures that apparently have nothing to do with actual hacking at all. At least this one is a Ninja that could potentially do some hacking as parts of its job.

I'm gonna guess it's a balance thing. This is a pretty powerful early game card and letting white and green disenchant it away is probably the goal here.
