There's currently an AR game promotion in Japanese stores that let you explore to find a preview for Neon Dynasty and it's... the leaked Kyodai. The only new point of news is her Booster Fun frame, which is the same borderless one Atsushi, the Blazing Sky got.

That showcase art makes this dragon look like I should be seeing it in Yugioh with three paragraphs of text. Still better art than Yugioh cards at least.
Card is decent, guess we'll see if it will see use in Standard, but I don't think it will see much.
I'm still holding out hope that Kyodai is a shapeshifter who can assume human form based on dragons in Japanese (and Chinese) mythology being able to do so.

I mean she also got giant at one point in the story. I'm assuming she can change form and that she probably has a more draconic form sometimes
Restoration angel saw play because it was a blink effect.
This isn't.
It'll counter one kill spell, and then be a 3/3 flier that takes the next kill spell in place of whatever you protect. Which is fine.
Doesn't stop exile, bounce or shuffle into library effects though. Doesn't do anything against -X/-X either. And you can't do anything with ETB/LTB like you could with thragtusk and resto angel.
As for the activated ability... that's basically just a shade-style ability with an awkward color requirement that only works in batches of five.
Nothing about this card feels exciting. It's not godawful, but there's a fair few targeted spells it just won't stop, so it's not good at protecting your creatures. The body's passable, but you can get better. And the activated ability is... well, you need to be playing five color (or at least have "any mana" sources) for it to even be possible, and you'd really rather just spend that on a spell.
If there's a deck that wants a good flash creature, this'll see play. If there isn't, it won't. Simple as that.
But I can totally understand the art since she embodies the plane? So its all cybernetics now...
None of those are cybernetics. She follows the proud Kamigawan pseudo-Shinto tradition of looking as confusing as possible. In this case, that means several hundred thousand orbs.
Anyway what I can tell everyone besides 5C spirits legend number three.

It’s due to you can make any permanent card a “secret commander”. When you get your Christmas card/secret commander out you play kyodai and give it indestructible.
Oh almost forgot you make approximately two tenths the deck tutors and protections for the “secret commander” and kyodai
I'm shocked that this high-profile (from a flavor standpoint) creature has such a low profile power level for commander standards (even more shocking considering that "legends matter" was one of the signature features of original Kamigawa), isnt even good as a general. Which is shocking, because today pretty much the 99% of legends are made with commander in mind, and this looks a total design of a pre-commander era.
The 5-colour activated ability screams "this was made with Commander in mind". Like other less-than-5-coloured generals with 5-coloured activated abilities, you can have Kyodai as your commander and play as many colours as you want as long as one of them is white.
I suspect over time WotC will give all 5 colors a legendary mono-colored creature with a 5-color activated ability, just for the reasons listed above.
It allows people to make the decks they want without color restrictions and load them with secret commanders.
Perhaps down the line in a commander-focused set (Commander Legends 3 or 4 perhaps?) we'll start to see this kind of cycle fleshed out a bit more.

Heck I heard a story that a Erebos deck got switch to golos with no changes it was only for the player to fetch the urborg and cabal combo
kyodais ability allows you to do the exact same thing since she can give any card you want in play indestructible. In other words any permanent in the deck you want can be the secret commander and you start casting kyodai to give it indestructible.

Flash, indestructible to others for a turn and boost of +5/+5 are extremely poor concepts to make an entire deckbuild and theme of 100 cards that exploit that in a viable or interesting way. This is just a super-boring -commanderwise-, legend, made obviously for standard constructed, where maybe a 5 color deck is or will be viable based on the future future league of WotC playtesters.
I can assure you that the 99% of all EDH players will simply ignore this card because it's both too uninteresting as a general as a build-around pentacolor deck and underwhelming as a piece of any pentacolor deck around simply because there are too many better options available. If you think this is a commander card, you actually know very very little of how this format works and what people actually like to play most.

Kyodai is actually a any theme commander like golos. You can make any permanent you want in the 99 your secret commander and kyodai job is to give it indestructible. A field of the dead could be your secret commander for a landfall theme.
third with ridiculous mana ramp and fixing which can be done due to green if you do the +5/+5 four times that’s a one hit wonder, and even without that did you remmeber commander damage or giving kyodai infect with the following.
1) The whole "secret commander" thing isn't practical at all, it's a very poor strategy. Not only you always need to manually tutor your "real" commander from the deck to play (and good luck on that consistency every game), but you need to cast that general AND have also 4 more mana open available in order to protect him to give to Kyodai triggered ability a sense to exist within that gameplan. Also the whole "secret commander" thing just confirm how unimpressing, unispiring and bland is real commander itself.
2) Neither him or O-Kagachi has anything to do with spirit tribal (besided O-Kagachi was inside a precon EDH deck about dragons, which maked more sense for him.) Morophon, which is also a weaklish commander, it's at least better on his job on doing a pentacolor spirit tribal thing.
3) Exactly because you have the "ridiculous mana ramp and fix that can be done due to green" you will never waste that potential to do something as inefficent as pumping your general AND still need another card to pair with him for making him a pseudovoltron deck. You can use that mana in 100000 ways better in this format and winning the game much more efficently and with less effort.

As a mythic it would be 4/4 and have lifelink and vigilance.
Mythic get the powercreep the hardest.
Rares are basically "fair".

Second kyodai can be a spirit tribal for flavor just like her dad O-Kagachi, Vengeful Kami and at the same time from the first thing you could make your secret commander Millicent, Restless Revenant
