Why would it be too strong? There are lots of x token producers that were legal in standard and none of them had this Abysmal drawback and none ever broke standard. This card is complete trash. Rare and a sorcery too, good grief.

Well your tokens have "menace" and haste, they get X-1 , so ... you get to strike first and probably kills them on the spot.
What you want is stuff that pumps your creatures in any way to make that happen.
(Coat of Arms is probably the most hillarious, as all the tokens you give away will pump your team as well)
In a 4 player game giving tokens to 3 opponents can actually make up some political massacre, if you can make sure nobody can attack you (Propaganda and the like), its all upside and pretty cool way to win.
So i love this kind of card, not because its stupendously powerful, but it creates very interesting boards and has options for multiplayer games.
For a baseline, assume you have creature parity with your opponent. At X = 1 your opponent gets no token, and at X=2 they get 1 token which means it cannot block your two tokens, which means you're just dealing damage and netting blockers with this spell. At X=3 is the first time their new tokens can block any of yours, but you still get through with 4 damage and have 2 blockers left for the crackback.
Uprising: clearly Elesh Norn, Grand Cenobite is a S tier card with this since it negates the grouphug part of the card
The only idea I can think of for budget in that catergory without hurting yours is profaner of the dead

The name is similar, but I can't even match the art to any of the buildings. So is this a variant art? or fake?
The image from this thread wouldn't be a variant. Card number is 258/302, and variants all lack the X/Y printing on the collector's number.
If it's a real card, that's a staggering amount of lands in this set though. We know for a fact that there are ten Ukiyo-e lands, which brings the number closer to 258/292, and there may be yet more basic lands (if we assume an additional 3 per basic type, that makes the final count 258/277) but that still means minimum 20 lands, because we know that Eiganjo won't even be the first! We already got confirmation that Boseiju will be getting a return.
There were 20 lands throughout the entirety of the original Kamigawa block.
I imagine all of the legendary lands will get a callback of some kind, as seen with Eiganjo and the art for Boseiju (though perhaps not Tomb of Urami or Oboro, since they were somewhat off cycle). I think the two color lands (Cloudcrest Lake and the like) will get replaced by the ally colored versions of the Snarl lands. I think Forbidden Orchard and Tendo Ice Bridge will likely be completely replaced though. Probably something else put in to show off the "new" side of Kamigawa.
Some speculation of my own- Boseiju, Who Endures will be a part of a cycle of legendary channel lands alongside Takenuma, Abandoned Mire and the other land from the first look article- Eiganjo, Seat of the Empire. Boseiju will be green and Eiganjo will be white, or if not, blue.

This card requires that winota be in play already, just hanging around, just looking for a new and interesting way to be slaughtered by the opponents. It's like letting Kaalia of the vast hang out for a turn...if the kaalia player gets to swing with her without at least putting in the effort of getting her haste - yeah you deserve to have a big nasty avacyn dropped on your kitchen table.

I'm also not convinced putting a sorcery into a deck that wants a high concentration of creatures is really the right call. But, in Commander, if you're going to play Winota anyway this seems like a good choice.
I will say that as far as rate 1RW for a 2/2 with a bunch of keywords is a pretty good rate. 1per additional body is also not bad at all, if you can break the symmetry. I think some sort of March aristocrats may be the best she'll for it.
I'm pretty much here for the art and not much else. That said, the Uprising art is fantastic. Is that...is that The Wanderer in the backdrop? I doubt it but cool if so.
Second, I'm guessing the use of Channel is to offset the clunkiness of Grandeur, which would have probably fit here if the legendary theme holds. But pointless in commander.
Third, for the lands, we have essentially three sets to make up for if they go this route which, if you look at previous sets, having a large number of land isn't really a big deal. I'm curious to see how they do it but we have to see more cards first before making that judgement.
Just give me one Epic card and I'll go into this a happy reclaimed soul.

Uprising is okay I guess? For limited and maybe some historic shenanigans (for example with the mentioned Winota, Joiner of Forces). I don't think that the card will see much play in EDH to be honest... Maybe some decks that want full boards for some Repercussion nonsense combos. Other than that the existing cards are superior to this one. For go-wide strategies (Elesh Norn, Grand Cenobite etc) there is Secure the Wastes, Decree of Justice and Call the Coppercoats all three can be used on the opponent turn and attack on you turn. Two of them already creates non-human tokens. Haste providers are common with red. When you are going wide and have access to red you could just run Anger or/and some enchantment that provides haste and go with better token generators.
So it looks like we get channel lands and tokens.

I could see this card used in deck with Iroas, God of Victory, Rem Karolus, Stalwart Slayer or Tajic, Legion's Edge as commander two of them because of Repercussion combos and the God because of the damage prevention when attacking.
Edit: I guess Adriana, Captain of the Guard works well with this card, too.
