It... kind of feels like a Ecstatic Awakener if you squint a bit? Damages you instead of requiring a creature sacrifice, costs more up front but less to flip, gets you a big creature and "draws" a card. Ok I'm done.

Considering her ability doesn't cost any mana, you should be able to flip her the following turn quite easily, T1 some dork, T2 this girl T3 flip her sounds like a good curve in Limited even though you're taking a risk by Shocking yourself and giving up your T3 blocker, I'm not entirely sure about Constructed, Magic today isn't the same as when Ashenmoor Gouger saw lots of play in Mono-R, but the "cantrip" isn't half bad for Mono Red.
You should play this as a 2 mana 3/1 with Wizard typing first and foremost, which is already pretty deece. At its worst, it's a Red card that isn't completely useless against Werewolf Pack Leader. Then, when the board clogs, you shock and flip.
Problem is, exiling a Test of Talents or Concerted Defense will hurt a lot, so ideally any deck playing this won't be running too many counterspells, if any. And considering Alrund's Epiphany is the card to beat in Standard right now... either run this in a deck that can race Ephipany or don't run it at all.
It could go with a wonky Rakdos build and that book of evil from Adventures in the Forgotten Realms to get a 2/2 zombie but that's rather clunky. But that's how my demented mind works.

I mean it's a cool effect but lots to go through to get it transform into a meh kind of creature. 4/3 (potentially) by T3 is alright I guess.

She finally realized that the nature of chaos was to be uncontrollable, just like her.
For a moment I thought she was a Werewolf. Not sure what deck specifically needs her, but she does count as card draw for red in most cases.
