I hate this as a 5-mana draw 3 at sorcery speed, so you really need to be happy with the non-cleaved version if you're going to run it. I think it's pretty good at that price point, though. I know it occupies a somewhat different space but I find the new red mana "impulsive draw 2" that was spoiled to be a bit more exciting, and that's a common.
I kind of dig the idea of lowering my hand size as a way to feed my graveyard honestly. I think including a Reliquary Tower is kind of missing the point of this one.
