With how easy it is to amass +1/+1 counters with training, this would have been terrifying in Limited (and even some Constructed formats) without that restriction.
This will suffer from training sucks I suspect. Like yer if you go off with it, it's going to net you a lot of cards, and GW does have a +1/+1 counter theme. But it's also the sort of card that you play and you fall behind, and never get to use its abilities/card advantage, as at the end of the day it's a 5 mana 2/4. If you're behind in a game it's absolutely terrible, if your at parity it's not great, and that's normally how you judge if a card is good.
Yeah this is a dud. The mana price, the power/toughness, and the once per turn all make it far too weak to be an uncommon. Improving just one of these such as making it a 2G drop, improving the power and toughness, or removing the once per turn limit would have made this something to consider.

It's always funny to see all the "this should have been X" comments. This is clearly a Limited roleplayer. It being CMC4 or having a bit more P/T wouldn't have changed much about it's Constructed playability, so there's really no way to say if it had to be designed any other way.
In terms of Limited, the mana cost doesn't matter so much because the counter can come from anywhere for the ability to trigger. If you can attack with a "training pair" the same turn this comes down or have a combat trick that puts a counter on a creature, it already replaces itself, and everything past that is just gravy. I think it's still good enough in the environment it's meant for.

It's good in the dream world scenario where you're in front, and can play spells putting counters on it, trigger it's training ability and so on. But the problem is games don't all play out like that, when you're behind this is awful, when you're at parity this is not great, it's generally going to be a poor top deck, all in all adds up to a card that is likely not good even in Limited. Indeed I suspect training cards generally all have this problem, as they are all over costed relative to their P/T so they can trigger training, that means all of them are going to be bad on the back foot. You don't want to be dropping a 5 mana 2/4 if your opponent just dropped a 5 mana 5/5.
