The floor of this card is just making sure your Disturb Auras have something to attach to. If you can get the flying and vigilance boost, you could be winning the game sometime soon. Sigil of the Empty Throne is more reliable, but this does have a higher ceiling.
This seems awful to me. Like you've got to be so deep on enchantments to make this work, and there's not going to be the critical mass in Standard. In older formats why would I not just use Sigil of the Empty Throne over this?

I think this is meant for commander. It doesn't compete with Sigil of the Empty Throne for the same turn drop and gives a similar enough effect to help give a commander deck more consistency.

Yer I agree it's meant for commander. In constructed I don't see any possibility for this. An enchantress deck won't exist in Standard, and in older formats there are way better finishers than this.

I have to admit that Hallowed Haunting only costing 4 mana instead of Sigil of the Empty Throne's 5 mana could give it the edge over Sigil of the Empty Throne in Modern...and maybe even Legacy.

I'm super skeptical about the 1 making a difference. Typically Enchantress doesn't have mana as the bottleneck

Sorry, but no chance. Those decks only run 1-2 Sigil in the first place, it's a win con after they establish their lock. This costing 4 mana over 5 mana is irrelevant as the mana won't be relevant by the time they establish their lock, and Sigil closes the game way faster.

Legacy Enchantress often doesn't have mana as a bottleneck, but that's because they have Serra's Sanctum. Modern Enchantress often does have mana as a bottleneck because Sanctum Weaver often doesn't get to live.

I've tried Modern Enchantress before, and I generally need to get out Solitary Confinement pretty quickly there - and I sometimes cannot establish a lock with it and often lose as a result. I have had to lock decks out with Sigil of the Empty Throne only before, and Hallowed Haunting costing 1 mana less would matter quite a lot in that scenario.

It's been a moment since I've seen a modern list so this assessment may be wrong but I feel like one of the key reasons to play Enchantress is being able to stack auras on lands to drive draw and eventually beaters?

If it's Commander you can have both for a bit more redundancy.

Modern Enchantress is stuck playing with only Utopia Sprawl as a land aura ramp enchantment, unlike Legacy and its access to Wild Growth. I never felt like I could ramp as quickly or reliably with Modern Enchantress as Legacy Enchantress.

Modern Enchantress operates a couple of different ways.
You play Enchantress to draw into your lock pieces and then your win conditions. They can be any of the following or combination of them. But, almost of them require Solitary Confinement to prevent the opponent from doing damage or targeting the Enchantress player.
Destiny Spinner: This animates your lands, regardless if you have auras on them of not. Some lists will include 1-2 Greater Auramancy, so the lands that do have auras on them will get shroud.
Sigil of the Empty Throne: Usually a 1-of. Once the board is locked down or you are protected by Solitary Confinement, you now cast additional enchantments.
Helix Pinnacle: Use Sanctum Weaver to get a ton of mana.

While they eventually do get it once you have 7+ enchantments, it bothers me that the spirit tokens don't come with flying baked in. 1/1 flying is the standard for a spirit token so this just feels weird.
Sigil of the Empty Throne only ever makes 4/4s, this one can potentially make much bigger creatures. It still might not be as powerful, but I think you can't compare them directly. Either way it's a nice redundancy piece for EDH.
I like the mechanical interplay between spirits and enchantments in this set. Hoping for more.

In that scenario I'm struggling to see how a 4 mana do nothing is helping you anyway. In that scenario you want anything but this kind of card. I mean that's why Sigil is only a 1 of to begin with, you basically don't want it until you have your lock, and the rest of the deck is about keeping you alive until that lock or helping you achieve that lock.

Modern is a wacky format at times (to the point that I've won with creature beats with a Protean Hulk combo deck). Win cons get bonus points with me if they help me stabilize. Thank goodness Sigil of the Empty Throne actually helps me stabilize or I would have lost those games. Hallowed Haunting looks like it can do that stabilization job for me for 1 mana less.
...Except against fliers. If all I expect are Dragon's Rage Channeler and Murktide Regent, I guess I might not actually be able to let go of Sigil of the Empty Throne depending on how quickly I can get 7 enchantments.
EDIT: OK, tried a game against the usual UR Modern deck that contains those 2 suspects. Yup, I had to run out Sigil of the Empty Throne with only 4 other enchantments. (And of course it got countered.)

All seem quite reasonable and I could see how more chimp bodies could help so yes, while I'll leave it to the experts there may be some value here.
