I was starting to guess that Chandra would get "If it's red, you may cast it this turn."
She's like Chandra, Torch of Defiance, except she can't protect herself (unless you get lucky with +1 flips, but we'll note that you cannot play lands exiled this way). On the other hand, will her compatibility with Obosh, the Preypiercer be enough?
Kaya, Orzhov Usurper also does not see a whole lot of play. Also, Oko was a removal and had a +2, and he began at 4 loyalty. I don't think this is anywhere near as good.

Pretty sure this planeswalker is terrible. Just because of Oko shouldn't mean they never print 3 mana planeswalkers. They have printed loads of 3 mana planeswalkers in recent times that have done absolutely nothing. People said the same about the likes of Kasmina, Enigma Sage, which I said was terrible and never seen anywhere. Not sure where you've got all the 3cmc planeswalkers seeing play in eternal formats from. Basri Ket, Dovin, Grand Arbiter, Jace, Mirror Mage, Mu Yanling, Sky Dancer, Niko Aris, The Royal Scions were all printed recently, and done nothing anywhere to my knowledge. Dakkon, Shadow Slayer was in MH2 too, and despite having some pretty powerful abilities, is yet to do anything (though might have future potential, it's just quite restrictive by the definition of being 3 colour and wanting you to play some kind of artifacts).
The problem with Oko is it was pushed to beat the hate, starting at 4 loyalty, and ticking up to 6 loyalty immediately, put it out of reach of the hate play. There's also that it's +1 was insane. It was a Beast Within for their creatures and artifacts, while also turning the food tokens it made into 3/3's, creating its own army. That ability might be the most insane ability they've put on any planeswalker ever given context. It was a 3 mana planeswalker that could tick up faster than any aggro deck could hope to deal with it when played T2 or T3, while also having a +1 ability that could deal with the overwhelming majority of threats to planeswalkers. It single handedly made loads of cards completely unplayable, as things like Gods and The Great Henge were simply embarrassing if your opponent had an Oko in play.
As for this card, neither of the +1's are particularly strong. The top ability can theoretically allow you to double spell the turn you play it, but is likely pretty weak the turns after. The second and third abilities put a huge deck building restriction on the card, they basically want your entire deck to be red spells, and even then the 2nd ability is only going to draw a card like 2/3 of the time, and it may not be a card particularly useful at the time. The ultimate does likely pretty much win, but it's a long time to get there for a planeswalker that barely protects itself.
I think the main problem with this card is most decks that are all red spells are burn decks or fast aggro decks, neither of those want a 3 mana planeswalker like this that otherwise does nothing to fit their gameplan.
Nice. Chandra's card is a bit weak, but nothing unexpected for a 3-mana planeswalker. Then again, she hasn't really gotten a good card since Torch of Defiance, so that's a bit disappointing. Her first ability goes well with Chandra's Spitfire, if nothing else.
I really like the card but it's awkward because it's a bad T3 play (no defense, can't really use either +1 effectively). If you untap with her, she's pretty good value, but nothing game-breaking.

If you can protect her great, you probably draw some extra cards at random (or at least get rid of lands).
Getting an extra red mana might ramp you a tiny bit here and there, pinging for 1 damage can be relevant later on, and the Ultimate is well, a Ultimate, so your opponent cant just ignore it forever.
Thats about it.
Normal art is atrocious (its some kind of "anime" style ?, horrendous), the full art one looks more like a proper magic card.

Training is a somewhat annoying mechanic as putting +1/+1 counters on TOKENS is always annoying, as you end up with a ton of tokens with a ton of tokens and just playing with that is a waste of time and annoying.

+1 - Add R - Very likely reads "+1 cast a 1 mana removal spell from your hand". That seems pretty damn close to removal the first turn and probably better than removal on subsequent ones.
Torch needed to tick down to kill something, so I'm not sure how you are doing that consistently before you ult unless the game is already a foregone conclusion.

Torch also add red mana but better, so I really don't understand this objection. Both Chandra make mana, but only 1 Chandra can effectively kill something even if you dont have removals in hand, so definitely an important point that cant be ignored
Where has all this 3 mana planeswalker fear come from all of a sudden? Are people that scarred by Oko? There has been a ton in Standard in the last few years that have done absolutely nothing, and this will be likely the same.
For those comparing to Chandra, Torch of Defiance, this is cheaper, but its abilities are all weaker too, and importantly there's no defence mechanism like Chandra, Torch of Defiance had. This does pretty much nothing if your opponent has board presence.
RDW/aggro will probably like this Chandra as a way to keep drawing cards and keep the fun going, but I don't know if this version will do much past that.
A shame I'll have to skip this Chandra for Torbran EDH, the full art is pretty good. If she could cast any spell and not just red she'd be much better for EDH.

The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.

...How is this like Oko, exactly?
Not counting Crimson Vow, there have been 43 three-mana planeswalker cards printed in paper. Of those 43, only six (Dack Fayden, Liliana of the Veil, Liliana, the Last Hope, Narset, Parter of Veils, Teferi, Time Raveler, and Oko, Thief of Crowns) have seen a decent amount of play in Eternal formats. Grist, the Hunger Tide might be on that list too, but it's still pretty early to tell if he'll be a mainstay. If I'm being generous, I could also count planeswalkers that see tiny bits of fringe play like Ashiok, Dream Render or Kaya, Orzhov Usurper, but even then, that would only be about 10-12 out of the 43.
There are tons of 3 mana planeswalkers that haven't seen any play in Eternal formats, so I'm not quite sure what you're talking about.
