Nice. Fun card for white. If you get any two effects its pretty solid, if you can get all three that's a nice hunk of value. And you do only need to be 1 behind an opponent. Especially easy in multiplayer like commander.
Modern humans doesn't like to play non-creature spells, but turn 1 champion of the parish into this is a 3/3, two 1/1 and you did not spend a card. It's too much win-more and bad by itself, but the fact it creates humans makes it just under the borderline playable.
Now, does that Story Spotlight indicate that the Dawnheart Coven succeeded or failed at the Celestus...that twilight doesn't look good, though....
My guess is that this comes before the werewolf attack and Defend the Celestus. It's sunSET bash, so is probably a festivity that proceeds the ritual to activate the device, whereas if it were after the activation I'd think it would be called sunRISE bash.
I can see this being used vs burn where you'll get life and sometimes tokens but never a card and in an aristocrats commander deck where you'll get a card and sometimes tokens and where the life you might gain is relatively irrelevant. Specifically aristocrats since you'll probably need to sacrifice creatures to guarantee this gives tokens there and where drawing a card is pretty nice compared to Timely Reinforcements.

Well, this only works if your opponent gets two creatures by the time you play this, so they need to go first and have a working curve...

Except that they would need to have 2 creatures in play for that to work, and in any case, this is likely going to end up like Timely Reinforcements, as a SB card for Wx Control decks (and with Teferi showing up, again, in this set, that sounds very possible) 2 chump blockers +4 life isn't bad at 2 mana even if it's at sorcery speed, and in case things are going so bad that the Control deck is the one running low on cards, you get to replace it at least.
