I like the art and flavor quite a lot, but it seems pretty out of place on Innistrad. Eldraine perhaps. "I encountered an evil version of myself" is horror trope enough, but "I encountered myself, but a frog version" feels more like a Futurama plot.
Don't get me wrong, I like goofy cartoon animals, but this doesn't seem like the place.

At first I thought this could not be real. Apparently it is. Other mana value 3 versions of this spell target only creatures that you control, so the floor is the best creature on the battlefield--that's not too bad.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.
The effect is fine, can even be "better" if you copy a creature thats 0/0 with counters.
If all you want is the enters the battlefield effect or something along that its also good.
So actually a decent card, its just slightly overcosted for its effect at sorcery speed (-1 on casting and flashback, and you get quite some value, it would especially allow you to double cast it easier, as 6 mana is more reasonable than 8 in that case).
But in EDH/Commander there are a bunch of creatures totally worth copying as they are not much bigger than 1/1 anyway and the effect is good.

Artwork could be a bit more spooky and less goofy, but i certainly want a copy and run it (as i am a sucker for clone effects anyway, at least if they can target anything, not just you control, which is complete failure of a clone in my book).

Legendary is a supertype, changing the creature type to frog does not change whether or not it is legendary.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
I love the idea of a weird witch or monster with frog-themed magic (turning people into frogs, making frog copies of people, etc.) so flavor-wise, this card is a home run for me. It feels like it falls right between Innistrad and Eldraine, as far as the overall "aesthetic" goes.
If the artwork leaned a bit more towards the realistic side, it would fit right into the rest of the set, but the slightly comical look makes it stand out a bit. Honestly I have no problem with that, as I feel modern Magic sets are often way too stringent when it comes to art direction.
His interpretation is that it's a little sentient swamp frog that is a total fan of humans (especially Gavony) and is dressing up and pretending to be a human knight complete with tricorn hat made of a dry leaf (with a bit chomped out at the front), mighty steed, and twig lance.
They talk about how they will recycle art they get since cards get cut or changed ect. (see Ad Nauseam originally gonna be set on Ravnica as a Dimir card) so this could have just been a ELdraine art that never made it to the card.

This is a nice clone for Modular creatures and other creatures that have 0/0 bases, in addition to just being decent etb value.
