For a long while they refused to reprint it, even in an FTV literally designed for board wipes they refused to do it. I bring it up as it is a classic example of them choosing a card and treating it special for seemingly zero reason.
It sees basically zero play in competitive modern, and the other formats just have Toxic Deluge that is far superior. Also, those cards are still being reprinted, despite your dissatisfaction on how they are reprinted, so once again, the parallel with the Reserved List is wrong, because even a scarce reprint once in a while is always far superior than no reprint at all forever, you can't just compare the two things, 1 is not like 0 (and is not even really 1 anyway).
What does a card's status in formats have to do with it being reprinted? As for "still being reprinted" even with something like Damnation, which you yourself said it's not very good, somehow only has 3 reprints. One was only in a $10 pack, the other a master piece, and the final one in an incredibly under printed set. For so many cards being "superior" than it they sure are shy in printing something that's just a clone of a card they've printed 18 times.
You say I can't compare it, but here's the thing, Damnation quite literally has a comparison that shows they can reprint it often.
On the opposite I dont expect them to reprint the UB cards used only in casual or very niche decks anytime soon. Unless you can prove me the TWD cards are tier 0 in legacy and all decks playing them wins games thanks to them at the same or superior rate of every other tier1 deck.

They didn't break anything at the time because the RL specifically allowed foil reprints of RL cards, they just close the loophole seeing the feedback of the players that were upset to see RL cards printed even this way. If anything, this proves that WotC today it's even less likely to ever reprint RL cards since the last time they ever did a change to the policy was just to make it harsher at the point that not even gold-bordered or token version of RL cards are allowed to be printed

It enforces my point that cards that nobody or just a small minority of players play in competitive and tournaments are less likely to get reprinted in opposition to heavy played one, which oppose your vision that you don't expect to see reprinted more frequently pushed (and so, competitive staples that see tournament play) UB cards. To further enforce my position, Glimpse the Unthinkable it's a card not played in any competitive format but only in casual, Tarmogoy which is a staple in legacy and modern, was reprinted at least six times more.

I think you have to look at the context and origins of the RL to make an assessment like that. The RL Was created as a knee-jerk reaction to outcry from collectors at the time upset that their OG Vaevictus Asmadi lost significant value due to reprint in Chronicles. While the RL was induced by MaRo in a Duelist article, to my understanding, the RL has had amendments done (The decree that RL would end at Urza's Destiny, and in 2002 where the removal of commons from the list was done due to strong public support for that action). While the RL may not be eligible for complete elimination it seems it can be modified if there's enough of a player base outcry. I'm not sure how legally binding the RL is and what steps they would need to do to get around that.
I get people don't want some cards to be reprinted, but I also get the necessity of a good portion of those cards to be reprinted for accessibility reasons. If they wanted to stay within the parametres of the RL, they could make an art RL wherein the original artwork for those RL cards would never ever be reused, but they could commission newer art for some of those cards. Preserves the original lustre of those RL cards.

And they're only legal in Legacy and Vintage anyway (Commander too but you only ever really need one)--if you can afford to play those formats I'm pretty sure you can handle paying $40 for your copy of Rick. Also, I still don't understand why (after learning about which upcoming IPs will be featured) people are still super worried about nonsense like Sesame Street and Doritos crossovers.

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach.
