Saw this from CGB's channel: two cards from the new Jumpstart Historic set in historic 100 card Brawl, Davriel, Soul Broker and Davriel's Withering are now banned. Apparently cited from State of the Game.
Perpetual penalties work terribly with commanders as there is nothing that undoes them... while perpetual buffs on a commander are a different sort of problem (which explains why most such buffs are given to cards in your hand rather than those on the battlefield).
Here's this mechanic that's already causing problems. What was the point of that new playtest team they created years ago if they keep doing stuff like this?

They banned completely useless Drannith Magistrate in Brawl too. It's not that they didn't playtest this, it's that they really just don't want your Commander to be uncastable in Brawl.

Brawl is already unplayable why would they worry about cards not being cast in a format barely played?
I still have yet to understand why perpetually doesn't work like damage in hearthstone but instead works ******* forever and everywhere

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.

Same reason they still care about Vintage and Legacy, really.

it would be so nice to get rid from my opponent's commander forever.
The way perpetual works is super murky to begin with so its not like it'd be a huge departure
