In Limited, creature combat and your mana curve should give you a decent amount of cards. In most Constructed formats? Depends on how fast you're milling yourself (looking at you Innsitrad), or are actively being milled.

So this instant can realistically draw 4 or more cards in a Modern UW Control deck (Counterspell, Cryptic Command, Path to Exile, Archmage's Charm/Force of Negation, maybe Teferi, Hero of Dominaria)? Sweet. Shame being 6 mana and not affecting the board or life total probably tanks this card's chances in Modern, but maybe Pioneer might be interested.
