Well this will be powerful in Limited. Might even see play in Standard.
Seems like a powerful payoff for a deck that can reliably get your opponent into topdeck mode, as if you have enough discard effects in your deck, they are never realistically going to be able to have the extra card to pitch to its Ward trigger.
If you dont have other creatures, this is just a lot better.
And if you expect your opponents to have targeted spells against it, this is simply a 2-for-1 and if you can then counter their removal spell, its even better.

I think counter spells is where this ability really shines. Even holding up U to bluff a dive down effect will make an opponent think twice about trying to point removal at this.
If anyone is wondeeing, the Vampire in the Art is Manshoon, leader of the Night Masks in Westgate, and the only reason he doesn't have the Legendary type is because he's a clone of the original Manshoon, and likely has clones of his own.

I've played enough Reality Smashers to know that the "2-for-1" that both Smasher and "Westgate Regent" offer doesn't actually feel like one in practice, as lands get discarded way too often.

Ward only triggers for opponent spells/abilities, so you wouldn't be able to utilize him for madness (assuming its even back in next Innistrad).
