Giving your entire board a shields-down moment might not be optimal, but slowly building counters over time will be useful. The GW archetype is once again +1/+1 counters, after all.
This seems unbelievably absurd in Limited. Beyond that I don't see it, any +1/+1 counters deck is just going to use cards that come with them built in rather than this.

There are a few times in commander I've wished for a card like this since easy cheap early +1 is not readily available but W/G+tap was doable enough when games get durdly. Otherwise unsure if its playable elsewhere since it is pretty darn slow for other formats.
