Many times has a writer in Wizards said so, because of the plain and simple fact that it's too powerful for what it costs. x/3 creatures shouldn't be able to die at instant speed for one mana without a signifigant drawback. (like PTE giving you a land)
I absolutely guarantee that LB will not be printed in M10, and you can quote me on that.
Without some sort of Azusa Tron interaction I don't see this doing its thing. But, with Azusa and Tron I feel like this could be interesting. But, does Tron want to splash blue?

The goal AFAIK was to get it out with 1 land and 2 moxes, to negate the drawback. It seems tricky to do so in modern and that is not taking into account that it is just not that far above the curve no more

I mean, being used in one semi-viable Legacy deck from 2010 didn't really make it a staple.
And I wouldn't count on it being used in Modern, at least not in the same way. We don't have Ancient Tomb style lands or consistent moxes to put it into play early, which means we can't reliably mitigate its drawback. That means we'll probably need to put it into a deck that cares about bouncing or replaying lands, like Amulet Titan or something. Heck, maybe we'll get some kind of sweet retrace card to pair this with.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
